On 27 March Sven Pertens from the Road Cluster and Siim Aben from Ernst & Young Baltic AS signed a contract for a target market study. This is a follow-up to an earlier study, conducted in the summer of 2013, which focused on international competitiveness of the Estonian road construction sector and export-related expectations of the members of the Estonian Road Cluster and identified the foreign markets that are most attractive to the members of the Road Cluster in terms of export.

The new study will map the main indicators and growth trends for the three major target markets - Finland, Norway and Russia – as well as their public procurement requirements and mechanisms implemented for market protection, their competitive situation and activities of foreign companies. The study will identify the sector’s largest contracting entities and their main projects for the coming years, will look for potential cooperation partners and map options for cooperation in international cooperation projects.

The study will be conducted over three months and after its completion manuals will be prepared for members of the Road Cluster on the topic of entry into main target markets.

The Estonian Road Cluster was established in 2012 by 16 companies and institutions operating in the field of road construction and maintenance, production and import of construction material, education and research and road design with the aim of improving the competitive and export capabilities of partners through joint activities. Today there are 22 members in the Road Cluster.

The study will be supported by Enterprise Estonia and the European Regional Development Fund.
